What is the purpose of a cover letter??

The purpose of a cover letter is to introduce yourself to an organization and show your interest in the company or a specific role.  Often the cover letter is the first contact you have with a potential employer.  A cover letter should complement not duplicate your resume.  It is also individualized for each position you are applying.  I would encourage you to use a cover letter when submitting your resume.

A cover letter allows an employer to see exactly what you are interested in and why you are interested in the specific position. It allows the candidate to somewhat elaborate on any prior experience that would make them a good fit for the position.

Cover letters are an often overlooked opportunity that many applicants simply do not take advantage of. A well thought out cover letter provides you the opportunity to quickly and concisely call out your interest in a particular role, highlight your experience and qualifications, and build an initial connection with a recruiter or hiring manager. 

While it does take more thought and time, creating a cover letter may be that slight advantage in helping you land your dream job.

That's a great question. A cover letter gives you an opportunity to share additional and specific information about your experiences and how those experiences complement your interest. It's only so much you can get on a resume, so the cover letter provides you an opportunity to convey a brief personalized letter to your desired employer. So, definitely don't pass up the opportunity to provide one.
