This could mean a few different things. The position could have been put on hold and the company is now recruiting for it again. Or, the posting could have expired and it was re-posted because they are still looking for applicants. It could also be a new position but similar to the one posted previously. If the status on your application says "In progress" then this likely means your resume has not been reviewed yet by a recruiter. Until you receive an email that states you are no longer being considered for the position, or until the status on your application changes, then I would assume your resume is still in the process of being reviewed. Some positions can take a while to fill based on how quickly the role needs backfilled so I don't think it's completely out of the norm if the company is still recruiting for the position.
