While it’s impossible to speak to another company's hiring practices, it sounds like you’re still in the running. There are a number of reasons for a delay, and most of the time they are nothing within your control. It could be that they’re continuing to interview candidates or maybe they’ve experienced an unseen budget cut or additional staffing changes that need managed. The point is: don’t expect the worst, but be prepared for anything.
At a minimum, I would recommend you follow up with the recruiter if you don’t hear back in a timely manner - say a couple of weeks after the last communication - and inquire if they have an update for you or if they need any additional information. You certainly don’t want to be too aggressive, but make it known you’d like an update on your consideration for the position to which you applied. If they’ve gone in another direction, stay professional and ask for feedback while inquiring about any other open roles for which you may be a good fit. You always want to leave a good impression, however disappointed or excited you might be with the feedback!
