Great question. When looking for candidates, we often use keywords. It helps us zero in on the people with the skills and experience we need when searching job boards, social media (especially LinkedIn), or using a search engine. The solution for the job seeker is to strategically place keywords throughout the resume, not necessarily to "pad" the resume with keywords at the top.
Here's a cool trick. When you run across a job you're qualified for, take words from the job description that match your skills and experience, and incorporate those into your resume! By doing so, you won't have to worry about padding.
