I believe that 'Dear Hiring Manager' is a good salutation for a cover letter, however, I would not too caught up in that level of detail about a cover letter. What is most important about a cover letter is to first, write it in a way that clearly demonstrates your level of interest in the company and the position. As you would for an interview, do some research on the company and weave some facts, data, etc. about the company into that cover letter. Make sure that you customize the cover letter for each job to which you apply. Do not use the same cover letter for all applications. Secondly, the cover letter shows that hiring manager a preview of your professional writing skills. Both of these are key to a good cover letter which can pique the interest of the hiring manager who reads it.
